The episode opens with Soo-yeon working behind the scenes to ensure that Min-cheol does not let the Special Act pass. Min-cheol is left stunned as he begins to realise the number of traps his wife has laid for him. Meanwhile, Hae-rin meets Seon-ho and tries to persuade him to join her plan, knowing that he, too, seeks revenge. She hints that Soo-yeon possesses something that could completely change the game, which sparks Seon-ho’s curiosity and drives him to steal it.
Hae-rin later meets Min-cheol, who reveals that he has no intention of passing the Act because Hwa-jin has threatened to expose his affair. Furious at his selfishness, Hae-rin storms into his office and creates a scene, drawing attention from everyone in the party. The commotion quickly spreads, and she is summoned by the Party Leader. During their meeting, Hae-rin firmly warns that the Peace and Liberty Party should not give up on the Special Act. She boldly hints that she might expose the party’s secrets if they fail to support her cause, leaving the Party Leader in a difficult position.

Elsewhere, Hwa-jin meets Soo-yeon and demands that she release Woo-young. The two women strike a deal using the law as their weapon. However, when Soo-yeon later meets Seon-ho, he learns that she has once again outsmarted Hwa-jin. Soo-yeon never intended to free Woo-young; instead, she used the deal to silence Hwa-jin and keep her under control.
That evening, Seon-ho takes the opportunity to get closer to Soo-yeon and invites himself for dinner. Soo-yeon instructs the housemaid to prepare the meal, unaware of what Seon-ho is truly planning. When the maid goes to deliver tea to Soo-yeon, Seon-ho sneaks into the dressing room. Using information from Hwa-jin about Soo-yeon’s safe and her usual password—her daughter’s birthday—he manages to open it. Inside, he finds a crucial ledger and several tapes that contain evidence of the party members’ scandals and corruption. He quickly takes them and leaves before Soo-yeon notices.
Seon-ho then contacts Hae-rin, who arranges a meeting between him and Min-cheol. During the meeting, Seon-ho hands over the tapes and the ledger, trusting that Min-cheol will finally do the right thing and pass the Act. He believes this will bring justice to the victims of the industrial accident that started it all.
Back at his office, Min-cheol is torn between his conscience and his fear. He knows that passing the Act would expose his affair and destroy his reputation, but he also realises that ignoring it would mean betraying his principles. Haunted by Hae-rin’s words and burdened by guilt, he makes his decision. The next morning, he chooses to pass the Act.
His opponents try to stop him by deliberately causing traffic on his route to the National Assembly, but Min-cheol refuses to give up. In a bold move, he hops onto a patrol bike and rides through the streets, creating a dramatic scene that captures media attention. His determination becomes a headline story and surprises everyone who doubted him.
At a private meeting with the Peace and Liberty Party, Min-cheol brings out the stolen tapes and ledger. He tearfully urges everyone to support the Special Act and to bring justice to those who suffered. The revelation quickly reaches Soo-yeon, who rushes to her dressing room in panic. When she opens the safe and finds it empty, she lets out a furious scream.
