The episode opens with the Lazarus team uncovering a new lead, there’s a possibility that Dr. Skinner underwent a secret heart transplant. They soon learn about an exclusive hospital that caters only to the ultra-wealthy, offering top-secret medical procedures far from public scrutiny. To dig deeper, they realize they need to gain entry into this facility.
Their opportunity comes through Leyland, who is revealed to hail from an aristocratic background despite being shunned as an illegitimate child. While his father dismissed him for most of his life, Leyland’s sister still holds him dear and resents his decision to walk away from his family responsibilities. After he promises to visit her for the weekend, she agrees to assist the Lazarus team with their plan.

Inside the hospital, a cooperative doctor confirms that Skinner did have heart surgery and that his heart activity is tracked via a special chip. The team obtains the chip and begins tracing who’s keeping tabs on Skinner. This new lead takes them full circle, back to Pakistan, where they had earlier encountered the elusive hacker.
Meanwhile, another storyline unfolds as Axel’s past ties to Skinner are revealed. During his time in prison, he was subjected to human testing involving the Hapna drug, a project allegedly connected to Skinner. To make matters worse, Axel becomes the target of the infamous assassin known as Phantom Killer, who is now hunting him down.
Lazarus Episode 11 Review

Today’s episode starts with Doug and Eleina going to Pakistan and Leyland and Christine figuring things out at their headquarters. There, they get to know that a special aircraft has also departed for Pakistan, which is likely tailing Doug and Eleina. The Lazarus team realises that there is something going on with the government and Spinner.
Apart from that, we also see the Phantom Killer targeting Axel on the highway. He wastes no time after locating Axel’s car and jumps right on top of his vehicle to shoot at him relentlessly. Here, Axel somehow manages to save his skin but does not get out of the trouble altogether. The Phantom Killer proves to be an extremely formidable enemy who can definitely fight on the same wavelength as Axel.

A heavily choreographed and visually stunning fight ensues where Axel struggles to get the upper hand. The Phantom Killer, on top of attacking Axel continuously, also uses bombs to explode the cars around, making quite a scene and creating more trouble for Axel. In this episode, we also get to know some other very interesting information, like INSCOM being the perpetrator of experimenting with new drugs on death row inmates like Axel. And that is exactly where the assassination of Axel comes into play.
In Pakistan, Doug decides to hold off the people tailing them while Eleina goes to find her target. Here, Doug also hurts himself after he gets into a skirmish with his pursuers. However, Eleina finally manages to locate the hacker.
The highlight of this episode is definitely the altercation between the Phantom Killer and Axel. Here, Axel also triggers some memories within the Phantom Killer, and that triggers some psychological effects on him.
Verdict

Apart from the mystery, this anime had some good fight sequences, but at the same time, the things that are showcased here are really not practical. The franchise also suffers from apparent pacing issues, as even in the 11th episode, we still have very little information about whatever is going on with the plot.
